I bought it a couple weeks ago and it works well on a Sony Vaio laptop and Microsoft surface tablet. Being that they are both PC it should work fine with Dell products. I use it for school exams that require camera monitoring. It took me a couple tries to unplug and plug in to get it to be recognized but nothing major for me. It is a pretty nice camera thus far.

Yes it does. Will work on any pc that has a usb port. Your good to go. Easily plugs n play
