I just purchased a K400 keyboard and am confused about the dongle and what appears to be a second dongle or some sort of usb extension. Both were in the box, what is the second part?? null

It is exactly what you said, a USB extension for the keyboard BT dongle. 

Many devices have hard to reach ports etc and the extension helps to fit the dongle in easier.

The USB dongle plugs into your USB port on your computer. The Extension can be used if you need to extend the device signal due to space constraints.
