Yes, you would be able to connect two sets of Bluetooth earbuds to your TV with this device. Please note that we typically do not recommend using Truly Wireless earbuds such as AirPods as TV headphones as they do not have built-in volume controls. Any Bluetooth headphones with volume up/down buttons on them will provide a smoother user experience for TV viewing.
