“Can these be used when I am outside and the TV is indoors about 12 feet away?”

• Probably will work. I can go into different parts of our home, more than 12 feet, and they work ok.

• Bluetooth range is reduced by walls and objects placed between the transmitter and headphones. The range in a typical indoor setting is about 30 feet. 12 feet is generally fine with indoor walls in the way (such as going from your living room into the next room). With outside walls, 12 feet should still be okay as well, but signal quality will ultimately depend on the thickness/material of the outside walls and any other objects that end up between the TV and the headphones.
