You can transfer it, but you can only have it on one device at a time.

It's one license, so you'll have to delete it from the other computer to install on the new one.

You'll need to call Microsoft and honestly it's up to the customer service rep if he/she lets you transfer. I was told at first that I was not allowed to use the same code on a different computer but he gave me a new code after I explained and promised to register it under the same account and name, for me to activate the software on a new computer. I believe the original code was void though.
