“Since this is a "forever" edition of Microsoft office, when there are updates will it also be updated, or will we always be stuck in 2019 format until deciding to purchase a newer version in years to come?”

Microsoft normally updates the Office every 3 years so if in 2022 they upgrade it then naturally you would need to purchase or subscribe to the newer version.
Sorry, there was a problem. Please try again later.I am getting updates at this time for my Home and Stdent 2010, this means almost 10 years of support, but, support will end next October 13, 2020 according to messages appearing at the top of Excel sheets, so I'll be upgrading to H&S 2019.

Meaning, you can always have access to the latest update even without an Office 365 subscription.
