All the new Windows products should be backwards compatible, meaning all the old versions will work under the new one. The only difference will be when you open them, they should ask if you want to convert it to the new version...just hit "ok". The new version of Publisher should do that. I used the 2008 version and it worked great!

To add Publisher to your Office 2019 software package, you can purchase it from the Microsoft store as a standalone app.
