“I don't notice Outlook in this package, which seems very odd. Is Outlook included? If not, which Office package includes outlook.”

Outlook is not included in Office Home & Student 2019. It is included in Office Professional 2019 and all of our Office 365 products.

Outlook isn't in this package. This is mostly just a basic package. I was looking for Outlook also but found it only in the bigger packages that cost more.

It isn't included. You only get an option for Outlook if you buy Office 365 Personal/Home Premium, according to the back of the card.

No it does not have and a sales person sold it to me without me realizing it did not have outlook so I had to but the next up that has it and I have to pay a yearly fee.
