I have an external CD/DVD ROM with a USB plug. I am able to use it with the SP3 - that is how I installed my OE software. Worst case, use a laptop or desktop to copy the CD to a flash drive and then plug the flash drive into the USB port and install that way. I did that with one of my engineering applications and it worked just fine.
