I believe it is. The stylus pen it comes with lets you draw and write with it right on the screen of the surface.

I can't give you full specifics, but plainly to answer your question yes. With the pen that comes with surface pro 3, I love it, you are able to calibrate it and over time or with more calibration it adapts to your handwriting(i use it for school). There are apps that allow you to draw and change the type of brush that's being used. I love the pen with the surface pro 3
