• You can plug the PS4 into a monitor, but you won't be able to plug it into a PC and have it appear on the monitor.

• As far as I know, Windows does not support video passthrough. I’ve looked into the same idea on my laptop, and I cannot use it to display HDMI from an Xbox. However, you may consider buying a converter if necessary and just displaying your PS4 directly on your monitor.
