No. It comes with a cable to connect to a USB port. But you will have to buy the rechargeable battery separately and the charge as well.

No, this specific unit takes 2 double A batteries. You can SEPARATELY purchase a rechargeable base which comes with battery packs...this is my recommendation as you will go through a lot of batteries hence paying for itself. I recommend the one made by energizer for any Xbox controller.
