• I would guess that depends on if your Surface Laptop 3 is Bluetooth enabled as that is what my Dell Windows 10 laptop uses for the connection.

• The surface should have Bluetooth, as long as your Bluetooth is operational you should not have to add anything else to the laptop in order to utilize this controller.
