Yes, set both the phone and controller to Bluetooth pairing mode. On the controller it's a small button next to the charging/wired connection port (USB-C), just hold it down until Xbox logo starts blinking. Yes just hold the button on top of controller until blinks then go into Bluetooth settings on phone
