I would register prior to departure just to be sure it’s ready to use when you get there. I studied abroad in Italy and found it was definitely easier setting up prior to leaving, especially since it would have been more expensive using an Italian SIM and having to deal with international customer service. Either way will work with the SIM you’re using, it would only save you more time than having to set it up there. I hope this helped!
