• Yes, if you set up both phones with the same Google account your contacts will be synchronized in any Android device.

• Your contacts are syncing/backing up to whatever Google account you are using on both phones. If you open your contacts and click on the hamburger menu in the top left (three horizontal lines), the third option down allows you to adjust how your contacts are synced between various devices.
