Click on the "See details" link next to the starting price. It explains that the phone is unlocked so you'll be able to activate it on any U.S. carrier. The price difference is that if you activate today, you'll pay a cheaper price for the phone (discounted, so to speak), but you'll have to use the carrier offered by Best Buy (AT&T, Verizon or Sprint). If you activate later, you can choose your own carrier, but you'll pay full retail price for the phone.
