The mounting pole is about 18 inches long. The monitor clamp is about 2” tall. To do as you propose you would need to sit the monitor stand on a rise or box to elevate it above your monitor.

I got two (2) 27 inch Samsung monitors mounted up. I got room to adjust them, so I can have them flat straight across or angle them. A lot of space underneath them for a keyboard and such. Maximum height would be 15.5 inches. The vertical rod is 17 inches.
