“My desk has a front board that hangs about 2 inches below the desk top. Would I still be able to mount this to the desk top with this 2" overhang. Can't remove it because it is a face board.”

You can probably still mount it but the tray won't be able to rotate up level with the desk top if it is stopped by the bottom of the face board. If you could cut a notch the width of the arm which is about six inches, in the face board (level with the bottom of the desk), then that would most likely work.
