• Yes it’s backwards compatible but it does not come with any other cables. It does have an hdmi and a DisplayPort input.

• Yes, the GTX 1650 Gaming X is compatible with PCI-E 2.0, however you may have lesser performance due to the lower bandwidth. You can connect dual monitors to the card, but the card itself does not provide cables.
