• In a way, yes, the Nest Hub can work like this. If you have the Nest Doorbell, you can set it up so that an announcement is made on all your Google Home speakers including the Nest Hub. It will announce that someone (or their name if you have Nest Aware w/ facial recognition) rang your doorbell.

• No. You’d have to have the hub facing the door with camera activated. You would get a notification and see who’s there. But it doesn’t chime. You’d want the ring doorbell.
