Your question is a bit confusing as phrased. If you are asking if the Google app can be downloaded onto a Samsung phone and used to operate Google-connected wifi-enabled items like thermostats, lights, security systems, cameras, etc., in your home the answer is yes. If your question is can one use connect to the Google assistant itself and ask questions on a Samsung phone then the answer is yes. I do not buy any Apple products nor use them so I cannot answer that.

I have Google Nest mini set up in my house [I also have an Amazon Tap bought some years ago.] I have a thermostat, security cameras, and lights all controlled via the Google app on my phone. I can raise or lower the temp in the house, turn on/off lights, and set security monitoring and alerts from my phone wherever I am in the world so long as I have a connection to the internet while also using my phone to monitor what is occurring at the house any time I wish. Most wifi-enabled devices work with Googe as well as Amazon in my experience.

Yes. There are a few ways to do this, but either way you have to download the Google Home App to set up the device in your "home" through your home's WiFi. Once it's set up anyone with the app and access to the home's WiFi can access it. You can add members to your home, or each person can set up the devices with their own Google account through the Google Home App.
