Yes. This is what they are designed for. Your speed is only as good as your connection, so it will not increase the speed. The further you are away from the router, the less speed you will have. So the idea is to put the extender somewhere between the router and the furthest point where you get Wi-Fi.

No it will not. It may extend range but it will not increase your provider's Internet speed during those hours.
