Hi Jeannie... It seems to me the issue you're facing is the concrete walls. Walls in general are barriers to any WiFi signal, and solid walls like concrete are the most difficult to navigate. This extended is a very good choice, but given your situation you might want to consider a new product that's hit the market. It's called Plume... If the signal of your tablet is being obtained via a 3 or 4g network, no, the extender will not help. I am assuming you have a router inside your home and want to boost that signal. I think it will work for that.
