• Depends on what speed your service provider gives, but it will boost the signal to areas you weren't able to get service before.

• I believe it did. But I'm pretty certain that you must have the proper Roku for your television in order to take advantage of the increased speed. An older model Roku with a newer model 4K TV will not likely benefit, as the Roku itself will be the hold up on speed.
