The 3-pack my be the smaller router and satellites. They do not have the output to hard-wire devices. The 2-pack is the bigger router and satellite pair. They are capable of a larger demand and can support hard-wire lines. This was my experience when I was shopping for a new router. Maybe models have changed, and/or the new wi-fi 6 has driven down prices. Not to say my answer is exact, just sharing my experience.
