“I am installing a Voip phone in my home. My router is on the second floor and my landline is on the lower level. My voip adapter must be hooked up next to the landline phone. Can I setup one adapter to my router and the second near my landline phone?”

For VOIP this should be sufficient. Depending on the distance from one point to another though please see that you get good speed because this will depend on the circuits in a house that will have to be crossed. If it is a same circuit they say the speed is the fastest.
