“So the 70-300 lens is not a vr lens? I can't seem to find a "kit" that offers vr for both lenses.”

The Nikon AF-P DX NIKKOR 70–300mm f/4.5-6.3G ED lens listed here, in this D3400 Two Lens kit, is a non-VR version.
