“Why does it say store pick up only but I can’t even pay for it which completely gets rid of the idea of store pick up”

Because it's out of stock online and in most stores. There are a couple Best Buy stores that have it in stock and where you can pick it up and it's eligible for in-store pickup at these locations, but overall it's completely out of stock right now.
