• User 3 can play any games that User 1 bought and play them online with the online subscription, but only User 3. User 1 would only be able to play games offline without an online subscription. User 1 would have to either buy their own online membership for another $20 or be part of the family plan with User 3 (you can have up to 8 family members) for $34.

• If u are referring to share the membership with 2 accounts then sadly no...But u can with the family plan that cost about $35 USD for a 1 year.

• If the game is downloaded, and everybody has access, they can, but only on that console.

• The Online membership is tied to an account/profile so only that profile can play online, but they can play any game on that Switch online that has an online mode (assuming you're only talking about one Switch and not multiple Switch consoles using multiple profiles).
