Unlike the previous answer to your question, PCI-E 3.0 versus PCI-E 4.0 motherboards only see a 1-3% bottleneck when moving from Gen 3 to Gen 4 (the difference is not likely seen by the human eye and is negligible), and a 9900k will not bottleneck the card at all. I referenced Gamer's Nexus review of the performance of the 3080 on PCI-E 3.0 versus PCI-E 4.0 motherboards on youtube.
