Nvidia recommends a 650W psu with their rtx 3070 so I would imagine an 850W psu being more than enough. And there won't be a large difference between pcie gen 3 and gen 4. Maybe 5 fps difference depending on what games you play.

The RTX 3070 is designed to draw up to about 220W, but if you push it hard you will want to take surge demand into consideration. As for the power draw, a bit of derating is a good idea so you don't overload your supply, but it looks like the peak power consumption of your CPU would still put an 850W PSU well within its safe limits, even if you were to splurge and buy the 3090.
