Yeah, you should be fine, a 650 watt is the absolute minimum PSU required. Unless you're doing some intense overclocking, I'd invest in a higher wattage PSU.

Yes unless you have $1500 Threadripper CPU. I run a 220W card w Ryzen 7 3700x (65tpd) on a 500w PSU and it has no problem. That's why I have been wanting on 3070 to have same power draw as my current card but roughly 2080ti level performance.
