It will bottleneck on some games, But I suggest going with the Ryzen 3600 or ryzen 5 5600x around the same price and unlocked so you can overclock. 3090 would Bottleneck waist of preformance if you dont upgrade the cpu. Ryzen 7 5000 series is the best bet.
