Yes the RTX 3070 supports raytracing. For Minecraft, RTX is only available on the Windows edition. I do not have the card yet, but I have run RTX shaders on normal Minecraft with a 2070 and I reached around 50-60 fps so the 3070 should be pushing significantly higher numbers than that.
