A:AnswerThat depends entirely upon the software you install. If you have a streaming service like Hulu or Fubo or YoutubeTV that has your local channels then yes. But it doesn't not just have random tv channels available.

A:AnswerIf the Harmony is using IR control, then it will not control the Shield without an additional IR receiver that connects to the USB port. The Shield doesn't have a built in IR receiver. If the Harmony is capable of Bluetooth, then it most likely will work with the Shield.
