“Looking at either the OKAI Neon Lite or the Neon Lite II. On the Neon Lite, does the bottom glow as well or is it just the strip in the front? Anyone know what the difference between the lite and the lite II is? Trying to figure out if it's worth +$150.”

AFAIK, there is no Neon Lite II. There is the Neon II and the Neon Lite. The Neon II weighs more and has a longer max range (25 miles) due to bigger battery. The Neon Lite is bit lighter, but has a shorter range (18 miles). You choice comes down to whether you want a lighter scooter or one that goes farther.
