It can be used in a RV but not while moving. It is a satellite dish that must be mounted and the dish will have to be pointed when you get to your destination. It is easy to point but you will need a tripod or some other temporary mount for the dish.

Yes you can. It will take creating a portable dish and I recommend Orby's satellite signal finder to make aiming the dish easy.
