You've installed the rubber piece incorrectly. Take it off and turn it around.

Outer box commuter has a rubber opening you just pull down and insert cable

There are 3 rubber tabs that snap closed to protect (the charger on bottom, the auto plug on bottom, and the switch to mute phone on side). They seal when close and easy to snap open when you need to use.
