Yes, the neck is reasonably flexible. There is a "but" the weighed base is designed for normal use and if extended in the other manner could tilt over. Raise neck vertical and tilt head back for a upward reflection.

Thank you for your inquiry. Yes, the shade head has a gooseneck on it which allows the lamp shade to point at the ceiling. Just beware tthat you do not bend he shade all the way back behind the pole as over time that can potentially cause damage to the gooseneck in which it would no longer hold a stationary position.
