“I have a 2009 Chevy Silverado LTZ. i want to upgrade the head unit to a Pioneer single din tv with backup camera I already have. Will this kit bypass the stock system along with my steering wheel controls ?”

This will allow you to keep the stock back up camera and steering wheel controls.
