• It does, but I feel it does a better job if it's a little longer. Seems to miss more when the hair is shorter.

• Yes, it cuts short hairs, like on my legs and short hairs when mixed in with the longer hairs.

• I wouldn't necessarily recommend it for short hair unless you wouldn't mind shaving the area a few times. (I've used it on my underarms-but if I'm wearing a sleeveless shirt a traditional razor is preferred).
