• Hello! The base can be plugged into a wall outlet. The buttons on the handsets are soft keys and are used to navigate the menu. -M

• Yes they can but you need a phone line too. Such as Ooma, Comcast or Verizon and yes you can control the volume. This is my second set I really like them
