ARE THESE OK TO USE IN HIGH HATS? null

These lights use passive cooling so anything that closes off open air voids the warranty. assuming you mean pot lights you would need to use ones without a cover or choose the hue bulbs that are designed as pot lights.

No, these are not OK to use in hi-hats. They would probably break the first time you hit the cymbals with your drumstick. Also, how would you plug them in? Or, do you just store light bulbs in your hi-hats?
