“Is the bluetooth just to set it up or do I need my bluetooth to be always ON to control the lights?”

Only on setup. Your smart bridge (HUB) does the rest.

Bluetooth is great for local control and has a range of 20 to 30 feet Bluetooth signal degrades quickly when going through obstacles

You need the Phillips Hue hub connected to wifi.
