No certain about the Google Home but I can tell you all the members of my family can adjust lights via the Amazon Echo we have. I'd assume the logic would be similar.

Yes they can. The Google Home can control your Hue lights independent of any device

It's my understanding that if they can give commands to the Google Home device they should be able to control the lights through it. I rarely use my phone to control the lights when I am home. Just make sure they know the name of your lights for each room.
