This will work without the sync box. All you have to do is download the Philips Hue Sync app to your computer. If you have a PC connected to your TV, and you are streaming your videos through the PC, the box is totally unnecessary.

Yes you can use the Sync App on Windows. You do not need the Sync Box

To my understanding, it will not work without the sync box. I own these lights but only have used them for my tv with the sync box. But during set up it asks about connecting to the sync and Philips website says the sync box, alongside the bridge, is required.

If I understand your question correctly, No. This requires the Hue Sync Box (HDMI Box). It connects through your Hue Bridge and Hue Sync Box App as you pointed out. However, the Hue Sync Box is definitely required.
