“I just hooked up my Philips hue sync box to my Samsung 1080p tv non 4k. The sync box is connected to my Apple TV 4K and then to the tv. It keeps refreshing to find the picture rate. Is there anything I can do or would I have to get a 4k tv?”

I would try using a different HDMI cable if you are using the one supplied. If that does not work, try manually selecting the picture rate on your tv.
