No you have to have a hue base.

No, I bought the same dimmer only to find I needed a Phillips hub to use the remote as it can't be paired directly with the Echo Plus.

Yes I have several that worked that way, now I control them with google commands.

I am pretty sure you will need the hub. Don't know about the Philips dimmer switch, but you might check out the Philips App and see if the dimmer switch is listed as a option.

The Philips smart lights and light bulbs all require a hub in order to work.

If you do not want voice control or a hub,you are missing out on some of the primary features of the system. You're selling yourself short
