No. No receiver is strictly 4K. But this receiver supports up to 4K 120hz for gamers. If you somehow have a lesser signal the receiver will still work.

4k/8K and, of course, 1080 and standard, too.

I’m not sure what is meant by “strictly 4k” - but this receiver has full support for 4k. I use my 4k Apple TV to watch Dolby 4k HDR movies. But I also watch regular HD tv shows too. So, if the question was whether you can use it to watch stuff that’s NOT 4k, the answer is yes.
